Sometimes I can hear the incoming ringtone, but my iPhone 13 is stuck. There was no answer button and I couldn't answer the call. Does anybody know the reason?

Settings > Apps (bottom of the page) > Phone > Blocked Contacts.

Seems like using tools is the most convenient choice. Someone mentioned iTools and iAnyGo, I'm not sure if they are helpful. I'm using TunesKit Location Changer now. At least it's cheaper and meets my needs.
