How do I boot into Safe Mode from a powered-off state?

I need help booting my PC into Safe Mode starting from a completely powered-off state. What’s the correct key combination or method to trigger Safe Mode on Windows during startup? Any steps for systems that don’t respond to the usual shortcuts?
 
To boot into Safe Mode from a powered-off state, turn on your PC and immediately press and hold the power button to force shut down. Repeat this 3 times to trigger the Windows Recovery Environment, then go to:
Troubleshoot → Advanced options → Startup Settings → Restart → Safe Mode.
 
When you are in a switched off condition, do not start windows but instead press F8 or Shift + F8 a few times and windows will boot. That does not work, then boot up and down 3 times to enable Automatic Repair then enter Advanced Options > Startup Settings > Safe Mode.
