How Do I Diagnose a Distorted Laptop Pink and Green Screen Artifact Issue?

Whenever I wake my PC from sleep mode, the entire monitor displays a corrupted laptop pink and green screen pattern. Moving the hinge back and forth sometimes restores the proper colors, but the discoloration eventually returns during heavy usage. Does this indicate a failing graphics processing chip, or is the internal video cable simply wearing out?
 
Try plugging your laptop into an external TV or monitor first! If the picture looks totally fine on the TV, your laptop screen or ribbon cable is busted, but if the TV is also pink and green, your graphics card is dying
