How to call from a blocked number?

I want to understand how to call from a blocked number on my smartphone for privacy reasons. I’ve heard there are carrier codes and phone settings that allow anonymous calling. Can someone explain safe and legal ways to do this? I want a method that works consistently without third-party apps.

When calling a blocked number or hidden number, you can normally dial a prefix such as 67 then followed by the phone number and your caller identifier is concealed during that call. This is applicable to most mobile networks, however, the individual that you are calling might have settings that reject unknown or private numbers.
