Is Snapchat safe for kids or not?

My my sweet niece wanted a puppy but my sister is anti-puppy friendly, so she gave her snapchat to play with puppy filters. I know what people do activities on Snapchat. What I wanna know is it safe for kids or not if connecting with other people would not be an option?
 
If your niece is just using Snapchat for fun features like puppy filters and not connecting with others, it can be relatively safe—as long as strict privacy settings are in place. You can turn off friend requests, disable chat, and limit who can view her stories. That said, Snapchat is designed for teens and adults, so even with restrictions, it’s good to supervise use and check settings regularly. For kids, filtered camera apps with no social features might be a safer alternative.
 
This app can be dangerous for kids because messages disappear, inappropriate things can be found and users can see each other’s location. Though, changing privacy settings can be useful, it is best for users under 16 to be closely monitored by their parents.
