The easiest way to save PST emails as HTML is by using Microsoft Outlook.
First, open Outlook and add your PST file so you can see all your emails. Then open the email you want to save. Click on File → Save As, and select HTML as the file type. Choose a location on your computer and click Save. The email will be saved as an HTML file that you can open in any web browser, like Chrome.
