What does “Active System Console” mean and how do I access it?

I’ve seen a message about an “Active System Console” on my device/computer. Can someone explain what it is and how to use or manage it?
 
The Active System Console is a system management interface that lets you view and monitor hardware status, logs, and system activity on certain servers or devices. To access it, you usually log in through a web browser interface, device IP address, or a built-in system management menu, depending on the hardware.
