Why does the surface uefi hard drive icon appear during startup?

When I start my device, I see the surface uefi hard drive icon on the screen. I’m not sure if it indicates a boot issue or a hardware problem. The system sometimes fails to load the operating system afterward. What does this icon mean and how can I fix the issue?
