Why does windows update say pending download on my PC?

In Windows Update settings I see windows update say pending download for several updates. I want to know why windows update say pending download appears and how to fix windows update say pending download.
 
“Pending download” in Windows Update usually means your PC hasn’t started downloading updates yet. Common reasons include a metered internet connection, paused updates, low storage, or temporary server delays from Microsoft. It can also happen if your device is waiting for a restart or another update to finish first. Restarting your PC or checking update settings often fixes it quickly.
 
Windows Update can also display the message “pending download” due to the queuing of updates that are not being downloaded at the moment. This could be due to the system waiting for internet connectivity, the system being paused, or the battery level being low. Sometimes the system could also be waiting for the download of another update to complete before the next one can begin. Background processes could also be restarting or taking some time to complete the download. Sometimes the servers could also be taking some time to respond.
