Why is my GPU usage dropping to 0% during 4K rendering?

I’ve been having this frustrating issue where my GPU usage randomly spikes and then drops to zero while I'm working on heavy video projects. I’m running a high-end setup with an RTX 4090, but the stuttering makes it almost impossible to finish a render without a crash. Does anyone know a specific GPU performance tweak for Windows 11 that can stabilize the power delivery? I’ve already updated my drivers and checked the temps, but nothing seems to fix this weird bottleneck.
