Bro I had the same problem last week, and it drove me nuts because I watch everything at 1.75x. In my case it was an extension messing with the player.
Try disabling all extensions, especially adblockers or anything related to video control. After turning mine off and refreshing, playback speed started working again.
 
Not gonna lie, I thought my YouTube was broken too, but turns out I was watching a video that had playback speed locked by the creator.
Some videos don’t allow speed changes (idk why YouTube allows that). Check if every video is doing this or only some.
 
Lmao I thought YouTube was forcing me to “watch at normal speed like a civilized human.”
But yeah, for me the fix was clearing the cache. YouTube’s player gets weird when the cache is bloated. Try clearing cache + cookies → restart browser → try again.
 
Nah clearing cache didn’t help for me at all. People say that like it's a magic solution for everything.
What actually fixed it for me was disabling Hardware Acceleration in Chrome settings. After that, speed control started responding instantly.
 
Before blaming YouTube, check if you have any video speed controller extensions installed.
I had one installed long ago and forgot about it, and it was overriding every playback speed I selected.
Disabled it → problem gone.
Also try YouTube in incognito mode to test it clean.
