You can not enable the YouTube shorts completely but you can restrict them:
Through the phone: pressed the three dots on a Short → selected Not interested as much as possible. Shorts may also be hidden by using applications such as YouTube Vanced or ReVanced (Android).
On personal computers: Block them with a browser extension such as uBlock Origin to use custom filters or with extensions to block YouTube Shorts.
That is the best method of minimizing or concealing Shorts.
