How to fix the “ERR_BLOCKED_BY_RESPONSE” error in Chrome?

I’m seeing the “ERR_BLOCKED_BY_RESPONSE” error when trying to access some websites. What usually causes this, and what steps can I take to fix it so the pages load properly?
 
ERR_BLOCKED_BY_RESPONSE” error commonly appears when a website server rejects the request, or an extension causes a problem. Therefore, a fast solution would be to turn off any ad-blocker or security extension, clear Chrome's cache, and make a request again. If the error persists, try opening Chrome in Incognito mode to see if an extension is causing the problem. You can also reset Chrome settings to the default. If the site is blocking the request, you will have to wait until the server gets it ‍‌‍‍‌‍‌‍‍‌fixed.
