How to fix the “ERR_BLOCKED_BY_RESPONSE” error in Chrome?

I’m seeing the “ERR_BLOCKED_BY_RESPONSE” error when trying to access some websites. What usually causes this, and what steps can I take to fix it so the pages load properly?

Therefore, a fast solution would be to turn off any ad-blocker or security extension, clear Chrome's cache, and make a request again.
