What causes err_ssl_protocol_error and how can I fix it?

I get err_ssl_protocol_error when trying to open several websites in Chrome. I’ve cleared cache, checked my system date/time, and disabled extensions, but the error keeps appearing. Looking for step-by-step fixes and how to diagnose whether it’s a site issue, browser setting, or network problem.
 
The ERR_SSL Protocol error is often caused by the inability of your browser to connect with a web site on a secure connection. You have cleared the cache already, verified the date and time and even disabled extensions; therefore, you can do a couple of additional steps. First, verify your internet security or anti-virus, which at times blocks the SSL- disable them to get through. Ensure that you have the latest version of the Chrome browser, and clear the state of the SSL by accessing Settings Advanced Privacy and Security Clear SSL state. Another one to test is to use another network, such as a different Wi-Fi network or mobile hotspot, to determine whether the problem is with your router or your Internet service provider. Finally, check the SSL certificate of the site with an SSL Checker. In case all these measures are unsuccessful, the issue may lie at the end of the web site.
