What is a 503 error

I keep getting an error of 503 Service Unavailable whenever I attempt to access a site and to be honest I am not quite aware of what that means. The page briefly loads and then displays the 503, or it displays a pop up immediately with the message of Service Unavailable or Try again later. It occurs on other devices and Wi-Fi, which means I do not believe that it is my phone only.

As much as I already know, it is a server-side problem, in which the host is either temporarily overloaded or off-line. However, I am not fully certain whether it should be corrected by the owner of the site or I can do something as a visitor. Has anyone else seen this? What normally triggers a 503 and what can I attempt (or report to support) to assist in its diagnosis?
 
A 503 error, or "Service Unavailable," is a temporary server-side HTTP status code indicating that the web server cannot handle a request because it's temporarily overloaded or undergoing maintenance.
