What is oobe bypassnro command in Windows?

Hello, I saw oobe bypassnro command during Windows setup and I’m not sure what it does. Is it safe to use and when should it be used? Need clarification.
 
The oobe\bypassnro command in Windows 11 (and 10) allows users to bypass the mandatory internet connection and Microsoft Account requirement during initial setup (OOBE - Out-of-Box Experience). It restarts the setup process, allowing the user to select "I don't have internet" and create a local user account.
