What is the most efficient anno pax romana city layout for maximizing tax revenue?

I’ve been experimenting with various grid designs, but I can’t seem to get the coverage right for the public baths and the colosseum. Does anyone have a blueprint for an anno pax romana city layout that effectively balances beauty with resource efficiency? I’m specifically looking for a way to cluster houses around service buildings without creating massive bottlenecks in the logistics and cart paths.
 
The problem is the 2x2 footprint of the houses versus the massive radius of the Colosseum. If you go with a standard 4x4 block of houses, you'll end up with dead space. Try a "Double Ring" layout: place your public bath in the center, then two rows of houses, then a circular road, then your market and Colosseum. It minimizes the walking distance for the tax-paying citizens.
