If you are looking for something practical, then try out the following test slots (every hour is local time):

Morning--Thu 6-9 AM (good for finding out things).
Midday / after noon S 10 AM to 2 PM (safe bet) on weekday
Maximum usage: Mon-Thu: 5-9 PM (more stable observation the later of the time)
