Why am I seeing you’ve been blocked by network security?

I tried accessing a website at work and got you’ve been blocked by network security. Who can resolve this, and is it possible to bypass it safely?
 
The message “you’ve been blocked by network security” appears when a website or network thinks your activity is suspicious or unsafe. This can happen due to using a VPN, too many requests, wrong login attempts, or a blocked IP. To fix it, try turning off VPN, switching networks, clearing cache, or waiting for the block to expire.
 
You will see the message "you have been blocked by network security" when a website or a service finds something unusual about what you are doing. This happens when your Internet address is marked as bad you are using a kind of connection like a VPN or proxy or you are sending too many requests to the website very quickly. The security people can also stop you from getting to the website because of the settings on your firewall, where you're in the world or if they think you have bad software like malware. If you are using a network that lots of people use someone else on the network might be doing something that gets you blocked. To make it work again you can try turning off your VPN clearing out the stuff your computer stores switching to a different network or asking the person, in charge of the website for help.
