Why can't remove bluetooth device from Windows settings?

I’m facing the issue can't remove bluetooth device from my system. Every time I try removing it, the message can't remove bluetooth device appears again. What can I do to fix can't remove bluetooth device?
 
Stubborn Bluetooth devices in Windows often fail to remove because of corrupted drivers, active pairing connections, or a hung Device Association Service. To resolve this, you must force removal via Device Manager (by uninstalling the device and displaying hidden items) or by restarting the Windows service responsible for device associations.
