Why are my case fans not spinning even when the PC is on?

I’m facing an issue where case fans not spinning after powering on the system. The rest of the PC seems to work fine. Could this be a connection issue or a BIOS setting problem?
 
When the PC case fans are not rotating, and you are using the computer, it is typically because of power, connection, or BIOS settings problems. Fans can be disconnected, have a false header to a motherboard with zero RPM control, become blocked with dust, or only turn on when a higher temperature is met. This is usually solved by checking connections and settings on fans.
 
Case fans might not be turning when no power is supplied to the motherboard or PSU. Other fans can be controlled and will be activated once the CPU or the GPU reaches some temperature. Make sure that all fan connections are in place and ensure that BIOS fan settings are properly set to allow full-speed or automatic operation.
 
If your PC case fans remain still while the system is on, it could be due to a faulty fan, loose cable, or incorrect motherboard header. PWM control is also used by some modern fans, that is, they only rotate on load. Troubleshoot by checking connections, removing dust and checking fans one at a time.
 
Still case fans may not be spinning due to a restriction of the rotation by the BIOS or software fan controls at low temperatures. Also, the movement may be inhibited by a faulty fan or inadequate power supply of the PSU. BIOS fan curves should be checked, the connection with the headers should not be overlooked, and the fan should be tested with an external power supply to identify the problem.
 
The fans that come with a PC may not turn on right away since most of the motherboards do not turn on the fans until certain components reach a specific temperature. Others are disconnected fan headers, broken fan motors or not configured to 3-pin/4-pin. Checking connections, checking the BIOS fan options, and test fans one at a time usually fixes the issue.
